New York Governor Kathy Hochul has declared a statewide disaster emergency over measles — America's first such declaration of the surge — with 108 cases this year, seven in the city and 101 elsewhere in the state.
Toronto-New York traffic never stops: flights, buses, long weekends. Outbreaks there preview pressures here. Ontario's own measles battles make the warning local.
